Moreover, the proposed model introduces the probability and expectation of up-flexibility-not-supplied (UFNS) and expected-energy-not-supplied (EENS), then uses penalty cost to quantify them, which enhances the reliability and economy of transmission network planning. Furthermore, the absolute value linearization method is used to linearize the expectation of UFNS and EENS, which greatly improves the calculation efficiency. The proposed model is solved using the CPLEX solver in General Algebraic Modeling System (GAMS).
