In an ideal society, all laws are clear and respected by all parties to the relationship. This provides a rule of law. But the rule of law cannot function effectively if the content of legal norms is unclear or controversial. In the Russian Federation, the special body of constitutional review is the Constitutional Court of the Russian Federation, whose decisions are binding on all subjects of law and cannot be appealed.
