While the State neglects a number of cases of inhumane treatment of detainees, which contributes to raising recidivism rates. In the last 14 years, the number of detainees in prison units in the country has increased by 116%, to third place in the world ranking. All Brazilian states have prison overcrowding, the state of Amazonas has the highest index in the country. The fragility of the system has become more evident in the last 2 years, as it was possible to follow in the media. As for methodological aspects, this work is classified according to its qualitative and quantitative nature, from bibliographical and documentary sources (articles, academic works and books) and the Infopen report (2016). Of the inmates in Amazonas, 83.95% are men, 40% are between 18 and 24 years of age, 84% are black, 69% are single, 65% have not finished elementary school, only 11.3% are in and 55% of them receive no remuneration. Of the 214 foreigners arrested in the state, 207 are from countries in the Americas.
