However, there were many failures in DT which were allegedly caused by bad governance. Various previous studies have shown the important role of IT governance (ITG) in optimizing resources and risks related to IT and realizing the benefits of investment, but it is suspected that it is not necessarily effective in overseeing TD. Recent research has succeeded in identi-fying the effect of hybrid ITG mechanisms (traditional and agile/adaptive) on the success of DT, but is limited to the private sector, and has not explored its effect on organizational performance (OP). Therefore, research on the effect of ITG on DT and organizational performance in the public sector was carried out. This research takes a case study at Ministry A, which has received many DT success awards, in the hope of identifying best practices for ITG and DT. Research data was collected through semistructured interviews with representatives of three lines of defense (TLOD) and triangulation of internal documents, then processed with thematic analysis. The results of this research found 4 themes, 16 subthemes, and 101 codes, also found that the hybrid ITG mechanism had a positive effect on DT success and the achievement of OP targets in public sector organizations, especially ministries. 摘要
