The Federal Emergency Management Administration takes the point position in this massive effort. But can a society which authorizes government to respond to natural disasters and other such calamities hope to preserve its liberty? No. In fact, the government of a free society can govern effectively without destroying freedom, if and only if the citizens are willing to be so governed.
