Constraint policy tools have the highest proportion of restricting pollutant emissions but lack comprehensiveness. Incentive and guidance policy tools have the problems of poor targets and low volume. Additionally, by constructing policy modeling consistency (PMC) index models for evaluating green production and consumption policies, six selected policies indicate solid performance, but some still have problems regarding policy timeframe, policy function, and green process. 摘要

能源消费双控是中国提出的启动和深化能源利用转型的有效途径。取得了良好的效果;但是,单位国内生产总值的资源消耗和污染排放仍然很高。本文定量研究了现行政策的效果,以促进能源消费双重控制的推进,并制定未来的政策。绿色生产和消费政策促进了能源消费双重调控的发展;因此,本文通过文本挖掘和定量评价系统来检验这些政策。研究结果表明,发展绿色生产和消费的国家需求强烈,科学评价的必要性;然而,国家对相关政策工具的关注是不平衡的。约束性政策工具限制污染物排放的比例最高,但缺乏综合性。激励引导政策工具存在针对性差、量小的问题。此外,通过构建政策建模一致性(PMC)指标模型对绿色生产和消费政策进行评价,结果表明,6项绿色生产和消费政策表现稳健,但部分政策在政策时间框架、政策功能和绿色过程等方面仍存在问题。在此基础上,提出了针对性的建议。

The Chinese title of the journal was inscribed by the former Chinese leader, Mr. Deng Xiaoping. Initially focused on China's advances in sustainable development, CJPRE now also highlights global developments from both developed and developing countries.
