The dynamic interaction of interest groups through a political system generates repetitive, irregular waves or cycles of rent-creation, rent-transfer and, ultimately, rent-dissipation as the essence of the political process that determines transitory political outcomes (legislation, administrative decisions, as judicial interpretations).
