To determine how not to violate legal norms, using current regulatory documents of the Ministry of Health, hardware and conditions of their use, as well as to prove that this is relevant for the further adaptation of the system of specialized care provision which was actually destroyed as a result of military aggression, and the development of a modern system of medical care.The work of the regional skin and venereological dispensary in the zone of the deoccupied territories in the first period of Russian aggression is analyzed. For this, regular and non­regular staff was used, according to orders No. 554 of 2007 and No. 312 of 2009.The implementation of modern digital methods of research and objectification of oncoproliferative skin diseases made it possible to optimize the provision of specialized medical care to the adult population in wartime conditions. The use of radio wave removal of skin neoplasms has significantly expanded the possibilities of outpatient admission of patients. Devices for conducting dermatoscopy, which are used for the diagnosis and treatment of patients with oncoproliferative skin diseases, are not included in the list of regulatory documents of the Ministry of Health of Ukraine. It is extremely important to introduce modern accessible (especially through humanitarian channels) methods of diagnosis and treatment into the work of the dermatovenerological care service. The dermatovenereological service does not have time to wait for regulatory documents that do not allow to go beyond the legal field. 摘要

目标——找出并具体说明在战时条件下为乌克兰人民提供全面的专业医疗护理,目前最重要的工作是什么。确定如何不违反法律规范,利用卫生部现行的规范性文件、硬件及其使用条件,并证明这与进一步调整由于军事侵略而实际上被破坏的专门护理提供制度和发展现代医疗保健制度有关。分析了俄罗斯第一次侵略时期非占领区区域皮肤性病诊所的工作。为此,根据2007年第554号和2009年第312号命令,使用了正规和非正规工作人员。采用现代数字方法研究和客观化增殖性皮肤疾病,使在战时条件下向成年人口提供专业医疗护理成为可能。使用无线电波去除皮肤肿瘤已经大大扩大了病人门诊入院的可能性。用于诊断和治疗恶性增殖性皮肤病患者的皮肤镜检查设备未列入乌克兰卫生部的监管文件清单。将现代可及的(特别是通过人道主义渠道)诊断和治疗方法引入皮肤性病护理服务的工作是极其重要的。皮肤性病服务没有时间等待不允许超越法律领域的监管文件。根据世界发达国家的经验,由于皮肤科医生在小手术和整形手术领域的专业能力的扩大,我们提出并修改了乌克兰卫生部的现行监管框架。
