U.S. government publication collection development for non-depository libraries

An argument is made for greater attention to systematic collection development of U.S. government publications by non-depository libraries. Differences between depositories and non-depositories which have impact on collection development are identified and discussed. Elements of a collection development model, including a collection development policy for U.S. government publications are proposed. Factors affecting the identification and selection of U.S. public documents are noted and several bibliographic resources suitable for use in collection development by non-depository libraries are identified and described.
