A descriptive research design was adopted using both qualitative and quantitative approaches. The target respondentswas125procurement staff. With a sample of the size n=95. A questionnaire and interview guide were used. Data analysis was done using statistical package for social sciences. Results indicated that research based on research objectives is that there is a significant relationship between staff competences and procurement performance at Rwanda Public Procurement Authority as indicated by coefficient of 0.350 with a R square of 0.059 which is positive.Results demonstrated that coefficient for each independent variable were zero.
