The important property of Haar wavelet is the multi-resolution. The major challenge in this video coding is motion management using HWT. Here we can reduce the expense during the storage of video data's and also reduce the bandwidth. A new method is introduced in this paper and a sub-band coding approach is also used that contains Haar Wavelet Transform (HWT) and it is related to a discrete sign coding known as DSC from wavelet. To avoid the problem created by the lack of invariance alteration, we use motion compensation (MC) technique.
