The aim of this study is to create an effective, diverse, and engaging STEM learning environment for students. The research aims to identify and design a standardized STEM lab operating procedure that aligns with the requirements of the 2018 curriculum. The study employs a theoretical research approach to understand international standards and principles of STEM lab design. During the research process, relevant literature, textbooks, and previous studies on STEM and the integration of smart technologies in education were explored and analyzed. The standards of the 2018 curriculum were also examined to gain a clear understanding of its requirements for implementing STEM in secondary schools. Based on the theoretical research and standards, the STEM lab operating procedure was designed and developed. The procedure includes steps such as defining STEM learning objectives, selecting and implementing appropriate smart technologies, designing STEM activities, and evaluating the effectiveness of the procedure.
