摘要本文分析了中国高新技术产业创新中的资源错配问题。在此基础上，构建了部门层面资源错配的测度模型。根据该模型，分别存在总资源、资本和劳动力的估计错配。实证结果表明，高技术产业存在创新资源错配现象，其总体波动趋势从2009年的45.73%波动至2016年的7.85%。劳动力造成的资源错配比资本更严重。政府干预对创新中的资源错配有显著的负向影响。国有企业在一个行业中所占份额的增加将加深这种错配。
