{"title":"妇女立法人员的临界质量和马拉维国家信息和通信技术政策的监督","authors":"Frank Makoza","doi":"10.4018/IJEP.2017100104","DOIUrl":null,"url":null,"abstract":"Thisarticleanalyseshowtherepresentationofwomenlegislatorsmayaffecttheoversightofnational ICTpolicy.ThearticleusesCriticalMassTheory(CMT)toexplainthecompositionoftheMediaand CommunicationsCommittee(MCC)ofparliament.ThecaseofMalawiisanalysed,whichrepresented alow-incomeeconomyinAfrica.Thearticleuseselectoralreportsandlegislativedocuments.The resultsshowthatwomenlegislatorsintheMCCachievedacriticalmassdespitethedecreaseinthe representationofwomeninparliament.Thewomenlegislatorshavetheopportunitytosupportgender issuesrelatedtoICTlegislationsandnationalICTpolicyoversight.However,thefunctionsofMCC relatedtonationalICTpolicyoversightwerenotalignedwiththegenderequitystrategies.Thismay affectthepriorityofgenderissuesinthepolicyoversight.Thearticlecontributestowardsliterature onnationalICTpolicyoversightinthecontextofdevelopingcountries.
