Balanced scorecard has four perspectives, namely customer, internal business process, learning and growth and financial perspectives. The research method used is descriptive quantitative. Data were obtained through a rating scale questionnaire from 140 respondents consisting of 21 internal and 119 customers using the PLS-SEM. The results showed that the performance of UKPBJ Ogan Ilir is high with the customer, internal business processes and learning and growth perspective have a significant effect on the performance of UKPBJ Ogan Ilir whereas the financial perspective does not significantly influence the performance of UKPBJ Ogan Ilir. 摘要

本文以平衡计分卡为基础,考察了奥甘省公共采购商品/服务单位的绩效。平衡计分卡有四个视角,分别是客户视角、内部业务流程视角、学习与成长视角和财务视角。本研究采用描述性定量研究方法。数据是通过使用PLS-SEM对140名受访者(包括21名内部客户和119名客户)的评定量表问卷获得的。研究结果表明,公司内部业务流程和学习与成长视角对公司绩效有显著影响,而财务视角对公司绩效影响不显著。研究发现在建议维度(客户)和创新维度(内部业务流程)存在劣势,在学习成长和财务方面存在优势,建议保持员工纪律性、响应性和发展创新,以持续改进公共采购服务,保持财务问责;优先选择有能力的人才,加快公共采购产品/服务职能专业转型。
