The aim of the formation of this digital society model should be changes that will take place in the city, the creation of an atmosphere that will give the opportunity to be creative in everything, to implement the model for the benefit of the citizens of the city. Creative digital city model combines all city resources – economic, cultural, social, technological, anthropological, which influence changes in the city model and its characteristics such as location, natural resources, access to the market, transport, logistics. The aim of the research is to form a model of a digital city as a factor of creative development. The objective setting determined the following research tasks: to define the “creative city model”, its attributes and characteristics; to disclose the programs of digital city models and strategies of their development; to analyze the indicators of measuring the pulse of the creative city. It has been found that the transformation and modernization of our cities will grow at an incredible speed. There is no doubt that the city’s creative ecosystems are now surviving in a rather unstable balance. The unsolved problem will remain the problem of renewal of the cities after the war of Russia against Ukraine, which will include the construction of new infrastructure of the cities, urban transformation that would contribute to sustainability to form new models of the city, including its development of history, culture, innovation, all its activists, creating a new concept of modern innovation city, which includes a positive attitude to diversity. The concept of creation of cultural urban space tries to create a new paradigm, based on the idea of creative urban space, which forms the paradigm of citizens’ good fortune and “knowledge society”. Therefore, creativity is the main focus and attribute of the creation of urban space. The goal of the creative cities program is to make them people-centered. However, creativity and innovativeness must be complemented by broad-mindedness, adaptability, dynamism, technical competence and forward-looking vision. The scientific novelty and practical importance of the research is that the development of a digital city model as a factor of old development can use human, cultural and physical resources. For this purpose to form a flexible way of managing the city, which would work as a single social and cultural organism on the basis of the development of measure platforms and markets with the inclusion of a new creative class.
