摘要

协作治理是解决跨辖区环境问题的关键方法。中国水资源丰富,但水资源治理缺乏协调已成为制约区域发展的严重障碍。本研究以中国东部最大的淡水湖——太湖为例,运用政府间集体行动理论、问题突出理论和资源依赖理论,探讨环境因素与联盟内因素的结合如何促成稳定的协同水治理。具体而言,我们运用模糊集定性比较分析方法对2010 - 2019年太湖流域32个协同水治理案例进行了实证分析,发现政府干预的存在是形成中国协同水治理的必要条件,两种配置路径分别代表了问题导向模型和路径依赖模型。这为未来推进政府间协同治理提供了可能的启示。
