In line with previous research, individual policy entrepreneurs have been important for local climate action; however, with the adoption of national and subnational policies, local climate policies are becoming increasingly institutionalised. Although some of the conclusions of the study confirm the significance of a polycentric governance approach, little relevance was attributed to citizen participation.
