The ability to address jointly the environmental, economic, and social aspects of water policy is central to Integrated Water Resources Management (IWRM). SEEAW has a unique contribution to make to IWRM because it is the only approach that integrates economic accounts with accounts for water use and supply in a framework that supports quantitative analysis. Based on SEEAW framework, this paper tries to start the implementation of SEEAW at regional level in China. According to the standardized information system which harmonizes information from different sources, various relevant departments, a physical water supply and use table (SUT) in Zhangye City, an arid area in Northwest China, is compiled. The results show that the characteristics of water use in Zhangye: the high proportion of farming water use, water distribution and flows within the economic system results in the few of water quantity. It seems that, in order to improve integrated water resources management in Zhangye City, it is necessary to promote the industrialization and urbanization level. For the future of water accounting practice in China, the author concludes that although there are considerable differences on water environment statistics between China and international standards currently, under the framework of international standards, effectively achieving data integration is the future direction. 摘要

《水的环境和经济会计制度》是联合国统计司出版的专门关于水资源的会计框架。联合处理水资源政策的环境、经济和社会方面的能力是综合水资源管理(IWRM)的核心。SEEAW对水资源综合管理作出了独特的贡献,因为它是在支持定量分析的框架内将经济核算与水的使用和供应核算结合起来的唯一办法。本文在SEEAW框架的基础上,尝试在区域层面启动SEEAW在中国的实施。根据协调不同来源、各有关部门信息的标准化信息系统,编制了西北干旱区张掖市物理供水和用水表。结果表明:张掖地区的用水特点是:农业用水比例高,经济系统内的水分配和流动导致水量少。可见,要提高张掖市水资源综合管理水平,必须提高工业化和城市化水平。对于中国水会计实践的未来,笔者认为,虽然目前中国在水环境统计方面与国际标准存在较大差异,但在国际标准的框架下,有效实现数据整合是未来的方向。与SEEAW的其他账户相比,中国SUT的编制具有更大的实践可行性。
