Objectives: The aim of this study was to the review and assess the implementation of IP policies in universities and research institutions of health and allied sciences in Tanzania. Methods: This study targeted universities and research institutions of health sciences in Tanzania. Data was collected through in-depth interviews and review of intellectual property policy documents. Results: Interviewed key informants indicated sub-optimal or lack of implementation of intellectual property policies in their respective institutions. Major reasons for lack or suboptimal implementation of intellectual property policy included limited awareness on existing institutions’ intellectual property policy, and in some institutions, lack of guidelines and regulations for implementation of intellectual property policy, and not knowing how and the importance of protecting and exploiting intellectual property. Conclusion: Sub optimal and non-implementation of Intellectual Property policy in the studied institutions can be partly attributed to lack of policy guidelines and low awareness on intellectual property policy among staff members. 摘要

背景:知识产权政策是可以用来解决大学和研究机构在保护和商业化研究活动产生的产品方面所面临的挑战的工具之一。目的:本研究的目的是审查和评估坦桑尼亚各大学和卫生及相关科学研究机构执行知识产权政策的情况。方法:本研究以坦桑尼亚的大学和卫生科学研究机构为研究对象。通过深入访谈和审查知识产权政策文件收集数据。结果:受访的关键信息提供者表示,在各自的机构中,知识产权政策的实施不够理想或缺乏。知识产权政策实施不足或不理想的主要原因包括对现有机构知识产权政策的认识有限,一些机构缺乏实施知识产权政策的指导方针和法规,不知道如何保护和利用知识产权以及保护和利用知识产权的重要性。结论:研究机构知识产权政策不完善和不落实的部分原因是缺乏政策指导和工作人员对知识产权政策的认识不高。透过有效的方法,传播经批准的知识产权政策、规例及指引,有助加强知识产权政策、规例及指引的实施,从而促进知识产权的保护及商业化。
