A scientific and correct understanding of carbon neutrality is an important prerequisite for all mankind to deal with climate change and is of great significance to promote the smooth implementation of carbon neutral related policies. Firstly, this paper describes the scientific connotation and practical significance of carbon neutrality from three aspects: the concept of carbon neutrality, the object of carbon removal, and carbon neutrality in macro and micro perspectives. Then, starting from the current characteristics of global carbon emissions, this paper summarizes the main progress, specific implementation measures, policies, resources, technologies, markets and major problems faced by countries in the current global carbon neutrality process. Finally, this paper describes Chinas carbon neutrality goals and roadmap, summarizes the challenges facing Chinas carbon neutrality implementation, and proposes key measures to advance the carbon neutrality process in the future. 摘要

了解碳中和的科学目标和实践过程是当前学术界和实业界都感兴趣的热门话题。科学正确认识碳中和是全人类应对气候变化的重要前提,对促进碳中和相关政策的顺利实施具有重要意义。本文首先从碳中和的概念、碳去除的对象、宏观和微观层面的碳中和三个方面阐述了碳中和的科学内涵和现实意义。然后,从当前全球碳排放的特点出发,总结当前全球碳中和进程中各国的主要进展、具体实施措施、政策、资源、技术、市场以及面临的主要问题。最后,本文描述了中国碳中和目标和路线图,总结了中国碳中和实施面临的挑战,并提出了未来推进碳中和进程的关键措施。即推进煤炭高效清洁利用,加快清洁能源替代,增强天然气在低碳转型中的桥梁作用,大力发展“绿色氢”产业及其产业链,加大二氧化碳掩埋与封存的应用推广力度,发展碳转化和森林碳汇,建立控制碳排放的市场机制。
