Similarly, efficiently distributing the limited transmit opportunities among multiple services of a vehicle is necessary, but has not been sufficiently studied. In this paper, we present a multi-V2X service resource orchestrator composed of two complementary mechanisms: (i) a multi-factor prioritization function, (ii) a budgetary scheduler allowing smooth resource earning/spending.
