It is known that Maxwell’s laws (1864) are based on a single axiom which states that the even movement of a vector E leads to movement in a closed loop (div rot E = 0). The author replaces this axiom with a new one, according to which the uneven movement of a vector E leads to an open loop (div rot E ≠ 0) or an open uneven vortex (div Vor E ≠ 0).
