Comprehensive Research Report on China's Current Issue of Mass Incidents Caused by Conflicts Among the People
As reform continually deepens and opening up continues to expand, the structure of China’s society and economy is experiencing deep, huge changes. All of society is in the process of replacing old systems with new ones, and economic elements, economic interests, ways of social living, forms of social organization, and values are diversifying. Various conflicts between interest entities, new and old systems, and new and old concepts are emerging. In recent years, the number of mass incidents caused by conflicts among the people have continually risen, their size has continually increased, and their forms of display are intensifying, and they have already become an important factor affecting China’s social stability. General Secretary Jiang Zemin has said: “Correctly handling conflicts among the people in the new period is a comprehensive issue involving reform, development, and stability.” Paying close attention to and correctly handling conflicts among the people and actively and properly handling mass incidents is not only a major responsibility for all levels of party committees and governments, but also a major task for the public security organs in the entire country in the current period and for quite some time in the future.
