The OFDMA technic is considered as a one of the most promising techniques in telecommunication systems that requiring a high quality of service (QoS) and a high network coverage. This will be serve to increase the degree of satisfaction of the network users and consequently to guarantee a better Quality of Experience (QoE). For these reasons, it is important to know how to manage radio resources (subcarriers and power) for each user to communicate with the network. Several radio resource management techniques exist. We cite a power and frequency management algorithms (BABS, MBABS, HBABS, ACG, RCG). The main objective of radio resource allocation algorithm is to maximize total cell and increase the satisfaction degree of users network. Our present research work is focused on the radio resource management approach based on a new fusion method. The main objetive of this approach is to propose a new algorithm that allows improve the quality of service in the network by optimizing a radio resources. Indeed, the maximization of the total flow of the cell is the main objective of our contribution. This new proposal algorithm, consist to maximize a total rate of cell with considering individual user throughput.
