The use of renewable energy sources is one of the most important directions of modern energy policy, aimed both at improving the state of the environment and at saving traditional fuel and energy resources. Adopted legislative and regulatory acts contributed to the rapid growth of \"green\" energy in Ukraine. Currently, the uncontrolled construction and commissioning of exclusively solar power plants at rates that are ahead of planned indicators have caused a threat to the energy security of our state. At the same time, other types of renewable sources, which in the vast majority can be used to balance the energy market, are underdeveloped. Waste from agricultural production, solid household waste landfills under certain conditions can be transformed from sources of environmental pollution into renewable energy sources with biogas generation. Its main components are methane and carbon dioxide. One of the promising ways to increase the efficiency of fuel use can be the synthesis of methane from hydrogen, which is obtained with the use of electricity from alternative sources, and carbon dioxide, which is formed during the production of biomethane. In this way, a complex problem is solved - the simultaneous loading of nuclear power plant units, the use of excess electricity from wind and solar power plants with a decrease in the balancing capacities of thermal generation. The meaning of the ecological and energy optimization process is not to replace one energy source with another, but economic and industrial transformation, decarbonization and decentralization. 摘要

分析了在生物圈相容条件下,乌克兰现有能源市场进一步转型的途径。使用可再生能源是现代能源政策的最重要方向之一,其目的是改善环境状况和节省传统燃料和能源。通过的立法和监管法案促进了乌克兰“绿色”能源的快速增长。目前,不受控制的太阳能发电厂的建设和调试速度超过了计划指标,对我国的能源安全造成了威胁。与此同时,绝大多数可以用来平衡能源市场的其他类型的可再生能源还不发达。农业生产废弃物、生活垃圾填埋场在一定条件下可以通过沼气发电将环境污染源转化为可再生能源。其主要成分是甲烷和二氧化碳。提高燃料使用效率的一种很有前途的方法是利用氢气和二氧化碳合成甲烷,氢气是通过使用替代能源的电力获得的,二氧化碳是在生物甲烷的生产过程中形成的。这样就解决了一个复杂的问题——核电机组的同时负荷,风能和太阳能发电厂的多余电力的使用,以及火力发电平衡能力的下降。生态和能源优化过程的意义不是用一种能源替代另一种能源,而是经济和产业转型、脱碳和去中心化。为了解决这些问题,建议采取措施,通过引入更大的竞争、欧洲技术标准和透明的监管规则、更好的国内市场投资环境,提高乌克兰现行监管和立法法案对国家能源部门监管的要求。
