A linear programming model for screening the sizes and operating policies of conduits and storage and treatment facilities is formulated. The objective function is to minimize costs. The constraint set maintains physical continuity, sizes the facilities, and specifies water quality objectives. The paper also describes the EPA Storm Water Management Model, which is a detailed simulation model of combined sewer flows. The paper shows how the EPA model can be used interactively with the screening model to plan for the control of combined sewer overflow and local flooding. A case study is made on the Bloody Run Drainage Basin, Cincinnati, Ohio.
