SYSTEMIC IMPROVEMENT OF THE RUSSIAN ECONOMY Part 1. Introduction to the Russian economic security problems at the present stage

В статье рассматриваются проблемы сложной экономической ситуации в России, сложившейся после непрерывного расширения системы экономических санкций и фактического перехода к экономической войне стран объединенного Запада после начала спецоперации на Украине. Россия оказалась на пути вытеснения экономики в ОПК. Чтобы не повторить неудачу СССР, необходимы новые решения, некоторые из которых реализованы в форме Координационных советов при Правительстве России. Несмотря на принципиальные преимущества объединенного Запада в сфере контроля глобальной экономики и новых технологий, создание решений для поддержания стратегической автономии, технологической независимости и экономической конкурентоспособности возможно и необходимо при всей сложности их разработки. Ключом к ним является повышение системности и детализации экономических исследований и глубины знаний. Один из важных этапов – завершение реформ российской науки, переход к современной системе оценки результатов научной деятельности, который с неизбежностью требует разработки новых инструментов организации научных коммуникаций и оценки научной деятельности. The article analyzes the problems of the difficult economic situation in Russia, which has developed after the continuous expansion of the system of economic sanctions and the actual transition to economic war of the countries of the united West after the start of a special operation in Ukraine. Russia was on the way to oust the economy in the defense industry. In order not to repeat the failure of the USSR, new solutions are needed, some of which are implemented in the form of Coordination Councils under the Government of Russia. Despite the fundamental advantages of the united West in the field of control of the global economy and new technologies, the creation of solutions to maintain strategic autonomy, technological independence and economic competitiveness is possible and necessary, with all the complexity of their development. The key to these is to increase the consistency and detail of economic research and the depth of knowledge. One of the important stages is the completion of the reforms of Russian science, the transition to a modern system for assessing research and scientific results, which inevitably requires the development of new tools for organizing scientific communications and assessing scientific activities
