摘要

本文论述了隶属于国内油气企业的酒店、餐饮、度假、娱乐等基础设施的功能问题。强调的是，在拥有全部或大部分国有财产的乌克兰石油和天然气企业的管理领域，有疗养院、娱乐中心、旅馆和保健中心，其主要任务是组织工人的住宿、餐饮、休息、治疗和康复服务。通过利用部门基础设施服务的客观特征进行研究，专家调查确定了它们在市场条件下运作的主要问题，这些问题主要与固定资产被动部分的高度折旧以及专业资格符合机构需要和竞争市场环境要求的人员短缺有关。为了提高国内油气综合体的酒店餐饮和度假娱乐基础设施潜力的利用效率，提出了与形成以人力资源开发为重点的服务业发展子战略的必要性相关的优先措施。
