摘要

本文的目的是分析克罗地亚法律中的儿童特别监护人制度，并评估其是否符合这一法律领域的有关国际和欧洲标准。本文讨论了《儿童权利公约》第12条规定的儿童“通过代表”发表意见的权利、欧洲“对儿童友好”的法律代理标准以及欧洲人权法院最新判例法中的相关案例。对克罗地亚立法和法律实践中的特殊监护人制度进行了详细分析。本文通过对特殊监护中心数据的分析和对相关判例法的深入了解，梳理出目前特殊监护儿童代理在实践中存在的主要问题及其原因，并提出了在法律实践中完善相关规定适用的建议。
