Development of modern public administration tools for realization of import substitution strategy

In this article promising state tools for managing industrial development in the modern conditions of the emerging new economic reality are considered. The author analyzes experience and prospects of application of investment and offset contracts, the agreements based on the principles of partnership of the state and business for realization of tasks of import substitution, technological updating and modernization of the Russian economy.
