A case study approach was used and a purposeful sampling technique was used in selecting respondents, while data were analyzed qualitatively. The findings indicated that the programme has benefited most of the respondents despite the problems they encountered at its implementation stage. Also that it has had relative impact on the social and economic lives of the recipients.
