The Circle aimed to deepen the librarianship knowledge of its members, to promote knowledge of libraries and librarianship in the Vilnius area, to watch over the proper development of minor libraries and to facilitate active participation in the nationwide librarianship movement. To this end, the Circle organized reading and discussion meetings, visits to Vilnius libraries and archives, established and maintained ties with the central authorities of the Union of Polish Librarians in Warsaw, the circles of the union in other cities, as well as organizations with a similar scope of activity. The number of members of the Circle in particular years ranged from 37 to 54, and the presidents of the Circle were Ludwik Czarkowski, Stefan Rygiel, Adam Łysakowski.
