Its advances are contrasted against an ideal type of Weberian model. The hypothesis states that, given a contradictory environment and in the absence of institutional capacity, and lack of adequate conditions in its implementation, the open government will end up being a “window dresser” or rationalized myth that will leave intact the problems it intends to solve.
