This study aimed to analyze the Environmental Impact Assessment (EIA) and its respective Environmental Impact Report (RIMA) of Paraíba Fuel Terminal Ltd. (TECOP) and assess the performance of Superintendency of Environmental Management (SUDEMA) – a state government agency – regarding the monitoring of environmental impacts from TECOP activity. This paper consists of a descriptive and documentary research, which has as objects of study TECOP’s EIA/RIMA and Environmental Licensing Process, obtained from the SUDEMA. The EIA/RIMA proved extremely shallow with respect to the characterization of environmental impacts: these were not properly characterized as determined by CONAMA Resolution 01/1986, Article 6, section II. The attributes for the correct characterization of the impacts were not taken into consideration even for major adverse impacts expected to occur in the project’s operational phase.
