Legal relations are singled out, which on the one hand, allow revitalizing of the commercial component of the space industry of the domestic economy, and on the other — contribute to the establishment of responsible, sustainable behaviour of all subjects of space activity on a global scale. From this point of view, the specific problems of public-private partnership in the space industry are considered, proposals are put forward regarding the legal model for the regulation of remote sensing of the Earth, challenges to international and national law in connection with cyber threats to space activities, including the use of blockchain technology, are emphasized, the international legal problems of regulating the extraction of space resources from the point of view of ensuring the sustainability of this activity and the need to develop legal mechanisms, norms, and principles of responsible human behaviour in space are accentuated. 摘要

重点介绍了与确保空间活动的长期可持续性有关的法律问题研究的结果,联合国已宣布将其作为指导方针。法律关系被挑出来,一方面使国内经济中空间工业的商业部分得以恢复活力,另一方面有助于在全球范围内建立空间活动所有主体的负责任和可持续的行为。从这一观点出发,审议了航天工业中公私伙伴关系的具体问题,就地球遥感监管的法律模式提出了建议,强调了与空间活动的网络威胁(包括区块链技术的使用)有关的国际法和国内法面临的挑战,从确保这一活动的可持续性的角度管制空间资源开采的国际法律问题,以及制定负责任的空间人类行为的法律机制、规范和原则的必要性都得到强调。根据这项研究,提出了下列建议:1)开放国有企业作为公私伙伴关系主体而非客体参与的法律手段;2)规范向乌克兰提供观测数据的关系的模式,包括通过国家空间设施Сontrol和测试中心的公共采购;3)打击空间活动网络威胁的国际法律和国家法律机制;(4)为管理开采空间资源的活动应制定的规则,以及(5)确保负责任的空间行为的规则。
