本文以超强台风“威马逊”的气象服务为例,提出了一种多维度气象服务定量评价方法。威马逊是1949年至2019年登陆中国的最强台风。它三次袭击中国沿海地区,登陆强度在历史上是罕见的。广东、广西、海南、云南等省遭受不同程度的灾害,受灾总人数达1208.4万人,直接经济损失448.9亿元。在此期间,气象服务总投资约12.13亿元,四省防灾减灾经济效益约161亿元。根据经济学的成本效益分析,台风“威马逊”的防灾减灾投入产出比为1:13。
