The paper examines the recent history of Turkmen gas exports to Ukraine, and problems resulting from nonpayments in Ukraine and fees charged by the Russian gas company Gazprom for transit via its pipeline network. In addition to detailing terms of the new agreement, the author explores existing and potential markets for Turkmen gas in other nearby states, and describes plans for boosting Turkmenistan's gas output to support planned exports.
