In this regard, it is estimated that only 5 per cent of children with disabilities are attending early childhood development programmes in South Africa. The rights of South African children with disabilities to early childhood development in line with international law against the backdrop of the Constitution and national legislation are evaluated. South Africa’s compliance with the rights embodied in these instruments are indicated.
