For this, the foundations of the Sanitary Reform movement are presented, the legislation of the Unified Health System (SUS) in particular. Then, the effects of the Brazilian State counter-reformartion are dealt with, translated especially in the implementation of privatizing management models and in public funding, such as Constitutional Amendment No. 95/2016.
