Consciously, women and girls in supporting village development are quite high. However, qualitatively, village women are less capable and brave enough to convey ideas and criticism in village deliberation forums. The power relations and women's access to village resources are still limited due to the strong authoritarian-faced village oligarchy regime. The presence of authoritarian power relations is also perpetuated by the culture and low levels of education and the experiences of village women.
