摘要

本文以乌克兰为例,探讨了国家政策在支持新兴经济体可再生能源发展中的作用。旨在促进可再生能源发电的经济机制,即上网电价、可再生能源领域的信贷计划、税收和海关优惠以及间接机制,都是在企业和家庭部门的背景下考虑的。特别注意评估激励机制对2009-2018年在乌克兰引入的可再生能源发电能力部署的影响。尽管国家支持可再生能源发展,并积极发展可再生能源设施,但绿色电力在乌克兰最终用电量中的份额仍然微不足道。有鉴于此,本文探讨了阻碍可再生能源大规模部署的障碍,并提出了改进建议,包括改变国家支持机制的必要性。
