Under this assumption, this paper proposes a comprehensive analysis conducted through different approaches and questions such as: What is the place of clean energies in the Mexican legislation? How can the native communities be represented both in the national and international legislations? And, what was the social impact of a bad implementation of clean energies in Mexico? Based on this analysis, this work provides the foundations for a required restatement of the Impact Evaluation Procedure currently in use in Mexico.
