Bank Sampah Malang (BSM), a waste bank program, has been established as a social engineering project to socialize and educate waste management in the community. The Malang Waste Bank (BSM) management policy was made as social engineering, providing socialization and education to the community to manage waste. This study aims to analyze the BSM policy by using the Analytic Hierarchy Process (AHP). Information from informants about policy evaluation shows that AHP consists of criteria, sub-criteria, and policy determination based on a green economy concept. The green economy includes economic, social, and environmental/ecological aspects.
