本研究在货币问题上处理弹性汇率制与收益的关系，即试图厘清采用弹性汇率制对政府所能获得的货币收益的影响程度。因此，本研究分为三个部分，第一部分讨论了灵活汇率的概念，第二部分讨论了现金发行收益的概念和衡量方法，第三部分考察了政府在实行灵活汇率制度的情况下获得的现金发行收益的大小。关键词:现金发行收益，浮动汇率制，通货膨胀税，机会成本。
