The Constitution of the Russian Federation has proclaimed human rights including social rights, the uppermost value, however, the real movement towards these goals is still contradictory. Therefore, this does not comply with Russia’s stature as a social state because so far Russia lacks a unified federal Social Code. Russia’s current system of laws guaranteeing social rights is erratic, contradictory and difficult to apply; this is due to the fact that the regulation of social legislation is in the hands of both regional and federal state structures. In the period of 2004 to 2017 seven entities of the Russian Federation adopted their own Social Codes, which are to be investigated in the given paper according to these criteria: basic definitions; the goals, the tasks and the structure of these codes; the principles of social legislation; using existing mathematic formulae. According to the authors, the creation of a federal Social Code will promote the required consolidation of the present-day society in Russia.
