Following the hermeneutical method, various printed and handwritten sources dating from that period produced by various Government ministries were interpreted: the Ministry of Foreign Relations, the Ministry of War, the Ministry of Government, the Ministry of Foreign Business, the Ministry of Industries, the Ministry of Agriculture and Commerce, the Ministry of Finance. It was found that, for the study period, the Colombian State promoted German colonization, whic became a threat for the so-called colossus of the North, or the United States.
