In cases of failure or urgency, the coastal State can exercise its authority in taking responsive action appropriate to the threat. The article analyzes the main issue - how reasonable are the actions of states that close their ports to foreign vessels in the light of COVID-19. 摘要

当前,在新冠肺炎疫情背景下,商船面临新的挑战。由于2019冠状病毒病,海上船舶可能需要立即向船员和/或乘客提供医疗援助。此外,在及时更换船员和遣返船员方面也存在问题。根据国际惯例,沿海国保持其港口对商船开放,但可要求船长采取适当行动防止危险威胁。在未能或紧急情况下,沿海国可行使其权力,对威胁采取适当的反应行动。文章分析了新冠肺炎疫情下,各国对外国船舶关闭港口的行为是否合理。本文对新冠肺炎疫情背景下外国和俄罗斯港口的做法进行了评估。
