摘要

本文以秦亚庆的关系权力概念为基础,分析了中国的国际倡议如何、为什么以及通过什么机制传播中国的思想和实践,并促进了中国在拉美和加勒比地区的权力投射。在多边主义和新自由主义全球化危机的时代,面对全球新冠肺炎危机,中国与一个长期由美国主导的政治分裂地区的合作,从建立中拉论坛到将“一带一路”倡议延伸到拉美,直至重新启动“健康丝绸之路”,涉及双边、多边和多边关系的部署。多层次合作的适应性过程和软实力的投射促成了混合地缘政治格局的出现。
