It combined a review of the regulatory framework on land revenue management and face-to-face interviews with Officers of the Administrator of Stool Lands with the view to identifying the gaps inherent in these regulations. The study found that the lack of legislative clarity on the mobilization and application of stool land revenue has been responsible for the misappropriation of funds by beneficiaries.
